Can you suggest me about Public proxy server with API access?

I use public proxy serve at incloak.com. It?s pretty good but I want some thing like Hidemyass because it able to filter the speed and the important things is it has anonymity level. However, I found some information that Hidemyas doesn?t has API service. Can you suggest me about this service?
