target="_blank" attribute means that link will be opened in new browser tab/window.

I think hpv222 wanted to say that some article directories don't support anchor text to be used on links but link within "< a href" attribute will be still clickable and will flow link juice, but without anchor text. And BTW it has nothing to do with spinning.

Use this way to place spun links when anchor text is allowed:
