Is it possible to disable refunding on ebay? i don't want to enable it until i have more capital and i don't like the variance it creates, can i remove it?

Absolutely no.
It's the same for ebay and paypay - they protect purchaser, not the seller.

Even if you state that you don't accept returns, eBay's Buyer Protection still applies. You need to provide refund, in case you lose a case.

Saying you don't want to give a refund gives the impression that your product is suspect. Not the impression you want to leave with potential buyers!
