The best one I've seen isn't a service - it's an online tool (well I suppose a service) actually called Link Detox.
A client of mine is going through the process now, and two others before hand used them.
I took them on as recovery clients and soon found that the services that do everything for you are in two camps.
1) F^%king expensive ones that do it all - but cost say $5000 or more for a process which - in man hours - is barely 30 hours work with the right tools or...
2) F67king crap. Cheap ones that will delete links left right and centre and leave you basically with a hammered site with good links disavowed along with bad - bad links left, multiple recon request failures and wishing you'd never started.
The link detox thing alongside your own data and GWMT link list should give you a list inside a few hours. You can then give this list to someone on Odesk to process for you get the WHOIS and contact the webmasters 3x each for say $100 per 1000 sites (not links... SITES)
It's cheaper than the expensive way, works better, gives you control - but takes maybe 1/2 a day up front to set up.
