Can you purchase things with an unverified paypal?

Simple question:
I know that with USA paypals you can't "send" any money to other paypals unless it has been verified. Can you purchase things from stores that support paypal without verification though?

I used an unverified paypal for over a year, and I used to buy stuff. Don't register USA! You need a paypal account that will let you send money even if unverified.

But not all websites will let you pay them with unverified.

Tcm9669 is right, its only few or less websites accept unverified paypal. why you not verify your paypal?

i' made a us PP accoutn because in my country paypal is very limited,i received a small amount to it as payment ,but when i want to purchase domains from godaddy they ask me to verify for my security purposeso i think both this money and PP account are useless till it get verified,am i wrong ???i hope it any way,any help plz!

I had to look around different registrars to accept unverifed paypals to buy my first domain. I found one but you need to deposit a minimum of $25 or something.. and when I asked back for a refund they did not send it!! So, IDK what to say about them.. they do provide the domains and services.. but they kinda scammed me $7 coz they did not send me the refund.. so then I just transferred the domain to godaddy, coz by the time I had verified a proper account so I could transfer to godaddy.
