Can you keep Google Ads campaigns active without spending money?

Google doesn't publish your ad until unless you have paid for it so there isn't a single ounce of chance that you could run and publish your ad before paying Google.
 
i think not really becuse you only need a budget to run ads and also sometimes google or meta offers ad credits but that’s about it.
 
honestly i think not really because you can create campaigns without spending but once they start getting traffic and clicks then you’ll need to pay.
 
If there’s no budget or spend, the campaign can stay active but it wont really deliver ads.

No, not really. If ads are getting impressions and clicks then some budget will be used. You can pause campaigns or set a very low budget, but active without spending is not possible.
 
On Google or Meta you can pause spending by removing/limiting the budget, but the campaign can still exist in the account. Once you allow budget again, it can start delivering.
