Can you join creator program from another country ?

Hi guys, I'm wondering if you're running a tiktok account on a USA account or a Japan account for example, from your phones, can you monetize these accounts even though you are living in another country once they have reach 10k followers and receive money ? How does the monetization process work, don't you have to show an ID to prove you are american, or japanese ?
