Can YOU help me?

Hello.
I am looking for a Freelancer that can make an automated script for me.
The script is required to trawl a website and message users with a set message to each user.
I have checked the T&C's of this website and it is not prohibited.
As far as I can see, there is no captcha or anything to bypass.

I'm unsure what this would need to be programmed in to work so I am open to suggestions.
The users would be found from the 'Recently added' items list of a classified ads website.

Can anyone help me with this? If so, please let me know how you would make this work and if so, at what cost?

I am in the UK and my budget is very reasonable as this would be a key marketing feature for my new venture.
