Can you copy a Wordpress site?

So I want to basically copy their site - design, structure, navigation, etc.
We would change the following:

1) Branding (logo, colour scheme, some icons)
2) Have some blog posts (with same dates) but not all - I'll select the ones I'd like to copy
3) We would noindex each page individually so as I begin to modify them, I can remove the noindex.

If you can do it, please let me know so I can PM you the sites.
We will pick one that you think is easiest.

However, there's been a few bad apples. I decided to go with one person only because they have shown examples of the same cloning I asked for:

So:

a) I was expecting it to be cheaper since they have already cloned a site whose design I wanted
b) The design would be the same as the site that THEY have cloned
c) The content would be same as the website I provided

He quoted me a steep price, even though he already cloned the same site.
Then finally got me to add him on Skype.
Immediately raised the price.
24 hours later, he says "the original site has 300 pages! I can't do that at the quote I gave you"
And again tries to increase the price and gives me all types of bullshit excuses.

So here I am back to the drawing board.
