Im new to the content locking game, Can I use a locker over another CPA offer?

not sure what you trying to say.

But if you saying if you can use a content locker for locking cpa offers from other networks then yes, that what a content locker is for, to populate the locker with offers you chose.

No it would be like having a locker over a sign up to win an ipad offer.

So a visitor could unlock the page by filing out an offer, and then fill out the ipad offer that was on the original page

Yes you can. However some networks say its against their TOS but most of them make good money with Content Locking only. There are some networks that have their inhouse content locking system like Adwork Media, Adsend media and many more.

yeah you can do that pretty easily.

but you will have to iframe the ipad offer so you can place your content locking code on it.

but I dont recommend that cause iframe a offer is a big no no, leads wont convert.

what I will recommend is just taking a screen shot of the ipad, and content lock that image and when they unlock it you redirect them to the real ipad offer.
