Can you build backlinks to shortened url?

Just a quick question to anyone who knows.

I know that some bookmarking sites only allow a url to be submitted once.
If I change the url to a bit.ly, will it still pass along the same juice?
Or any juice for that matter?

If you use a proper '301 redirect' URL shortener, then it should pass the majority of the ranking effects...

bit.ly does 'proper' 301's.

Yes, 301 redirects work very well. From my own experience, they even filter out penalties if applied correctly ...

Yes, using short links will get around the bookmarking only submit once problem but I have blasted hundreds of thousands of links using short URL's and it doesn't pass on penalties, but it also doesn't pass on link juice. Don't believe a word that Matt Cutts says.
