So if you want to rank on google, either wait for forever organically and roll the dice on it ranking or nor or get good at seo by using tools. Look at the SERP or first page results and recreate their data in terms of images, text length, amount of videos and other site features. just look into this. then find ways through experimentation and research and keyword tracking "ahrefs" or similar tools. Learn how to do low competition keyword research and send lots of backlinks and websites interlinking with eachother's do follow backlinks and also low keyword difficulty

Yes, you can, but I wouldn't recommend skipping this step since Search Console and Webmaster tool will give you some really useful insights and let you know if there is some issue and will indicate how they can be solved if present.

yes it is just an common tools to get some good analytics and manage the rankings stuffs only !

yup. just link it from any blogger.com, wordpress.com blog which is updated daily.
or use link indexer service
or get a high quality backlink from frequently update site only.

in few days or weeks your site may appear in google.
