I'm running some FB ads with pin submit cpa offers, targeting 13-17 year olds as its most suitable for the niche.

But are underarged people actually able to fill pin submit offers? I started wondering because the conversion rate is a lot lower than the average. I was thinking back in the day when we were ordering monotone ringtones for our Nokia 3310's lol, I remember that underaged people often had restrictions on their phones that automatically stopped them from being able to call service numbers e.g. some hotline.

Would this be the same case for the pin submits, that kids on phone contracts may not be even able to complete them even if they wanted to?

Conversion will always be low for 13 to 17 year olds. They're broke and depend on 3rd parties to close the purchase for them. When 5000 of them see your offer, probably 10 will actually reach out and get a credit card they can use.

I might be wrong but I believe they don't need a CC? I was under the impression that they submit the PIN, via text, and it charges their phone bill instead?

Yes this is what I assumed as well, that they just need to enter their phone number and text back a confirmation message to subscribe via their phone operator to e.g. download games weekly.

I was thinking that 13-17 year olds would be dumb enough to subscribe to such services in hope of free games, but I might be wrong!

I wrongly assumed it was an offer where they purchased something. I stand corrected.

90% of advertisers have a condition that subscribers must be 18+ , but however they can't control that ! People need just a Phone , even on some countries people don't need a legal contract to get a sim card ..etc !

The only fact you must care about is that people under 18+ even if they subscribe , the advertiser can't keep monetize them , so it mean you send him a Bad Quality leads , So the advertisers will easily send you out of the offer .

So For Pin submit = it's just a Quality Fact !!

They're a decent target. Anyway as you all guys on this thread know very little about "mobile content offers", I suggest you to google that. And "pin submits" too.
Within 10 minutes reading the top queries results you may make x10 with "mobile content offers".
