Can someone use promote affiliate / CPA programmes using bulk emailing?

Like the title said, is the aforementioned method efficient or even allowed?

At the moment I am simply generating niche recipient list and promoting it through a bulk email sender (whilst trying to avoid spam filters).

I don't have a landing page although I have a domain. I read a few guides from reputable members who all mentioned social media whereas redirecting traffic to your landing page or hop link. I am not doing any of that at the moment, could someone give me any feedback on my method?

Offcourse you can promote CPA and affiliates via emailing. But there is no trick or method to avoid spam filter all you need is warmup ...
