Can someone suggest the next step?

This website I started in June, It is a pr2 old domain, church niche domain. I started a for e.g dog website on it.

Good onpage optimized with money article being over 4k+ words.
Initially I built web2.0
Then some PBN
one 301 and 2 my own PBN.
Some profile links
Then some more PBN.

So far have built about 45-50 pbn posts.

So far the website has reached the 3rd page, and it won't budge.

Some thoughts of my own that I should take or not.
1. Buy a new domain and 301 it to it so it can become part of new niche. Maybe google still sees my website as church site.
2. Build 10-15 HQ web 2.0 (with tiered linking) with brand anchor text cause all the PBNS are exact match and I think I might have overdone it.
3. Buy social bookmarks or blog comments to dilute the anchor text.
4. Schedule 5 more content pages over 4 weeks and interlink them to all the money pages and then build HQ web 2.0 links to those pages.

Which step should I take? or if you have any other suggestions? Please also tell why so I can understand it for future purposes.

Hm, out of those 4 that you listed, I would go with 2. 3. and 4. I would leave first one out for now.

About being stuck - did you properly check the competition? Maybe there are some sites that have lots of authority over you and that's why you can't budge despite adding links.

They do have authority. and there are 2 niche sites as well. What can I do to overpass them.?
 
Building the web2.0's definitely won't hurt so do that. I would not build any more exact match anchors, just let it sit for a while and you should slowly increase rankings.

Keep adding fresh content and do some stuff to get social working for you and should be fine.
 
check your anchors links to your money site, may be you are over optimized
 
I guess I should build links to dilute my anchor text.

For me, anchors+onpage density are a whole as well :)
 
How about your anchor text ratio? Anyway, I would wait and give the site some time. Now it takes time for the link juice to completely flow through.
 
You need to dilute anchor text and diversify your back link profile. Blog Comments, Web 2.0s, etc. All branded or naked URL.
