Looking to content lock video with a message to download a video codec. Can anyone recommend a good network or offer for this?

Content Lock Pro can do this (see my sig). You'll just need to set the locker to load "on click", so when they try play the video they will be shown a content locker. Then you can just link to the codec of your choice from there...

meathead.... do you know of any codec download offers (like flvtube or whatnot) that have solid EPCs that will work alongside your locker?

I must admit, I don't promote codec downloads myself, but looks like LoudMo have one: http://www.loudmo.com/products/flv/ - I'm sure if you had a look around on OfferVault you could find some others, too.
