cuz google doesn't rank based on ahrefs metrics
ahrefs may see a crap site while google sees a good one

The first one probably paying for traffic. I doubt it's all organic from 53 referring domains only and I doubt they have forbs links or similar.
Second one looks much better.

Let me answer your question once and for all:

1) DR very low

PBN can block ahrefs, semrush bot, then your PBN will not show "right" metrics, but in reality, it could be very powerful, just not seen by Ahrefs, semrush, etc, and your competitor can't see them too.

2) If not because of PBN

Then its because the competition is low, or some sites just behave good, no one know wtf is happening, because some sites just win.
