Can someone give me some backlink advice? | Pagerank 4-7

It seems very difficult to get a high quality link on a pagerank 4-7 page. If you do, in most cases, the link will be on a page filled with other spammy links, will be on a blog that is considered spam, or will cost $100+ bucks a month.

What is the best way to get high quality pr4-7 permanent links that would meet the following requirements.

- The site lists no more than 5 external links. And those external links are not considered spam.
- If I come back to this site in 6 to 12 months, the chances that the site has not been abused and taken over by spammy links, is very low.
- The site is not a blog.

I am willing to pay for links, just not more than $50 bucks for a permanent link.
