Can someone fix this animation for me?

I payed someone to take this image:



And turn it into this:

They did the job right but as you can see its spinning out of whack. Not smoothly. The middle moves...i dont want that....

Can someone fix this for me? I'd prefer free. But If I have to pay a little I wouldnt mind.

Pretty decent quickfix FreeSSL. Was easy enough to do I'm sure, but I am wondering how you kept the center more even.

I'm surprised at this image:

lol. It's actually moving in counterclockwise direction. See the central circle if you don't believe your eyes. Some kind of weird optical illusion?!

The 2nd image was uploaded through imgur, and the last image was uploaded using gyazo. Both are same image and nothing was changed. Gyazo turned it into some weird looking animation effect!!!
