Can someone explain WTF is happening with WHOIS?

So, I've read a bit of conflicting information lately about what is happening with WHOIS information relating to domains.

Is it true that you will no longer be able to look up who owns certain domains? We can't find their contact information any more?

Or is it only certain registrars who choose to opt out?

Anyone got a simple explanation??
 
From my understanding, european citizens get auto whois privacy nowadays beacuse of new GDPR regulations. Its not totally clear for me either though.

And from what i understand all registrars MIGHT not have implemented this yet, but i think they have to and can get fined if they dont.
 
i am not able to post link so search " Temporary Specification for gTLD Registration Data" on google
 
so when it comes to building pbns for example ....google cant get my footsprints via whois anymore, true ? ^^

This will be a big problem if it is applied.
The wrongdoers would get a free rein as we won't be able to find the owner without a technical help. :(
 
If your ID protection/ Whois guards enable your footprint is safe from Google.
