Can somebody please explain how website like ogmobi make money?

A proper noob questions so forgive me, but i am trying to think how they make money unless every affiliate they get are sub affiliates from their own affiliate id from another network. ???

I have an an app, I go to OGmobi and say "hey, I want some app installs, I will pay 25 cents per install". OGmobi says, okay, sounds good! I pay them 25 cents per install, they give affiliates 15 cents per install, and they make 10 cents off the top.
