That can 1. Provide Geo blocking. 2. Can decide - IP range. 3. Can take the bots from google and bing to the provided safe page. 4. Can direct the traffic destination according to the Browser ID(User Agent)

add also operating system function. for example if linux go to fake page. if windows go to real page.

If it was that easy OP, everyone will get one. Full working cloaker require lots of work so you better buy one.

basic cloaking = just send GEO x to your money page and rest to safe page.
to be honest that is enough for adwords and all other ppc.. as long your target is not USA (or Ireland for google). Rly.. people pay so much for cloaking when this is already doing the job lol
