Can some one explain New vs Returning visitors in Google analytics?

When I check yesterday stats in Audience > Behavior > New vs Returning
I get 65% new and 35% returning

and when I check stats for the whole month
I get 83% new and 17% returning


my traffic new vs returning is usually same each day for me but why the percentages changes when i switch from yersterday to whole month, I dont undrestand how google calculate this percentages, Can someone explain
 
GA is a complex beast. The numbers it gives cannot be taken as black and white. It is the context which is more important to consider.

When it comes to users, the GA data is skewed because of the way it measures a new visitor vs a repeat visitor. It assigns a cookie id on the device of the user visiting your site in a specific reporting period. When another visitor arrives on your site, GA checks for that cookie id. If it is present, the visitor is a repeat visitor. Else, it is a new visitor.

The cookie id or a client ID is set on every new different device, every new different browser (on same machine), user privacy settings and many other options.

If you look at the report you have mentioned, you will see total number of users at the top and that is broken into New and Repeat visitors. So visitors is not exactly same as users.

You may have had 10000 users. We are looking at 10000 client ids. Many client ids can belong to the same single user. With all these complications in the way GA tracks visitors to a site and their actions, it is not possible to prove just in terms of numbers the proportions over specific time periods.

How long google consider a 2nd visit as a return visitor? If some one visit my site 1 year ago, will his cookie expires or when he return to my website google will show it as a return visitor?
and also my original question is still remain unanswered.

While the traffic is steady and stable and the monthly returning should be 35% as well.
