Can SCRAPEBOX show complete current backlinks of a website?

If you think about it the only way to show every inbound link to a site would be to.... scan the ENTIRE internet looking for them.
Didn't completely scan some obscure site like shoveadolphinupyourass dot com? How do you know they don't have a link to you somewhere?
There are no real short cuts. You want to be certain you have found every single link? You need to scan 100% of the entire internet looking for them (Guessing that would take Scrapebox a few decades to do)
This is something that Majestic try and do as a paid service, they run multiple servers 24/7 and have done for years doing just this, and even they aren't 100% complete - and never will be.
Others are ok as well, but majestic is pretty cheap for the basic monthly.

Or rather the data can be aggregated via Scrapebox, which is what I presume you mean.
You can use the backlink checker to pull up to 1000 backlinks via MOZ, which is a great start. You can also use google and perhaps other engines to pull backlinks, if you do it creatively .
I have a video on both here:
So now once you have your sites backlinks, you need to get the anchors, the link checker can do this.
Just load in the site domain name, like domain.com not full urls, like domain.com/blog/car
unless of course you are looking for backlinks to that particular domain
But load in the domain and then load in the backlinks you have. Then run the link checker. This is going to pull up all of the links that are still live on those pages, (Which is nice to know, because thats up to date info) and then with it it will show the anchors used along with the actual internal url linked to. Export the grid, sort in excel, viola.
I have a video that touches on this, it uses the free stand alone link checker to do it, but its the same concept if you use the built in link checker:
