Can "sape" help ranking a new website ?

What kind of links does SAPE use?
Based on the one package i tried seems like all sorts - mainly on pr 1 and pr2 but some higher pr. Mainly footer links, some hidden links. My experience with a brand new site was that a $150 package got me up to page two for a 2900 exact match and page two for a 8900 exact match. This was not god enough - gave me little traffic, so have not renewed.

Yes, Sape links can help a lot for your rankings.
However I will advise to buy only best links there and check each link manually. Also you can try sites similar to sape which are not so known in English-speaking seo world.

I agree with flodner. Sape can be a very useful instrument once you loern how to use it properly. Otherwise it can destroy your domain.

By bringing a manual penguin penalty to it, for example.

First, check if your domain is indexed. You can do this by entering site:yourdomainname.com in the Google search field. It should return all your pages, starting with your home page at the top (usually). If you less number of indexed pages then you actually gave or, God forbid, see no results - this is a certain penalty!

If you have already diagnosed a penalty, I suggest you follow these steps to get rid of it: http://seofen.com/google-penalty-step-by-step-recovery-tips/.

I hope it helps! Good luck.
