Based on the one package i tried seems like all sorts - mainly on pr 1 and pr2 but some higher pr. Mainly footer links, some hidden links. My experience with a brand new site was that a $150 package got me up to page two for a 2900 exact match and page two for a 8900 exact match. This was not god enough - gave me little traffic, so have not renewed.

how do i find out if it was penalized or not? and can it get fixed?

First, check if your domain is indexed. You can do this by entering site:yourdomainname.com in the Google search field. It should return all your pages, starting with your home page at the top (usually). If you less number of indexed pages then you actually gave or, God forbid, see no results - this is a certain penalty!
