Yes, just insert prompt or instruction for it to reparaphrase the article.
But, if you just want to reparaphrase, why not use Quillbot instead of OpenAi? Quibllot is free, the premium account is much cheaper and noobs friendly instead of you need to fine tuned via openai from scratch.

They have reduced the quality of free account. But Quillbot is not expensive, I got annual subscription for $45 only.

Hi, I used to use quillbot but I won't use it anymore. I couldn't make the GPT-3 Paraphraser feature, is there a document and explanation on how to do it?

If you want to do it via Open AI, it takes time to find the right prompts

Actually I would use it free until they removed my favourite CREATIVE MODE from the free version.
Now I’m using their paid version, just to use CREATIVE MODE. I’m Happy with it

I think it can be designed but you need to train it with database and check the accuracy current there I cant find any document that has explanation on how to do it.

I admit that it requires proofreading and editing. No tool is perfect though.
After all that is machine output. Errors are obvious.

Just guess, maybe simply try and see if this works in playground:
Prompt: "Rephrase the following article:\n\n"
(copy-paste article here)
And bam
Might cost a few words but you should not start off trying to optimize 1500 words at once IMO
Just make everything as perfect as possible for 500 words, and THEN start fine-tuning models for 1000-1500 words is what I would do
