Can Make Multiple Bing Ads Accounts

I've been working bing ads for years now and able able to make multiple accounts easily. Many of you know how difficult this is these days especially with unique payment options, ips, mac address/setups etc. I also know ways of getting free traffic from bing using vouchers and other methods that I can share. If you can already make Bing Ads yourself, then what are you seeking from you partner? If I knew how to create a ton of solid bing ads that could fully utilize vouchers and actually be activated (thats the key), then I would be selling affiliate products, CPA offers, and my own digital goods.
