Nop, they cannot.

When a client registers a domain with a registrar, the contact details are available to that specific registar. For example, if a customer registers a domain with name.com, theyare able to view the contact details of the domain, however, if Whois Privacy is enabled on that particular domain, they are not authorized to disclose that information by law. Any other domain registrar (i.e. GoDaddy) cannot view this information unless the domain is registered with them.)
