Can I verify an Amazon account this way?

I live in a European country and I don't have a verified Amazon account (verified with purchase) because of the high shiping/tax costs for anything I wanted to order from Amazon.

I need a verified account to be able to leave some reviews on Amazon (for Fiverr gigs).

I want to put someone elses address (USA address) for my first purchase, so he receives some cheap goods from Amazon, and I avoid paying shipping and taxes. Can I verify an Amazon account that way?

I am sure that someone can confirm will this work or not!?
