The short answer is that there's no blanket rule that lets you use any copyrighted music just because a Short is under 60 seconds.
If you use music from Youtube's licensed Shorts audio library, you're generally covered with the platforms terms. But using copyrighted music from else where can still trigger claims restrictions, muted audio, or other copyright actions. The length of the video alone does not automatically make it legal to use copyrighted music.

The plain truth about it: The absolute truth: You will be able to use the song without any problems only when adding it from the Add Soun library of YouTube. If you edit the song within your video editor software (like CapCut or Premiere), then the copyright detection syst will immediately blacklist your channel or steal money from you for that little 5-second-long song=
