No, the account will usually get banned, if your prevous account got banned, Bing will make the connection link and ban it. Hope this helps, let me know if you have any other questions.

Without any problem, but if it was something against their TOS, use another domain, and redirect it to a normal whitehat website. Once youre campaign is approved and running redirect it again to your site
