Can I use Adwords for my Adsense site?

This is called Adsense Arbitrage.
Where you buy cheaper ads on Adwords, in the hope of making bank through clicks on your AdSense.
It worked for a couple of years, several hundred years ago.
Google is wiser now. And the profit margin has drastically reduced.
There are some people still doing it, but you have to be exceptionally good at it to see any profits.

Thanks for your useful information. How about Facebook ads? I can run google ads and facebook ads to drive huge traffic with very small investment. So if it works, maybe it will make profit.

You can try. It's not so simple though.
You'll need more than a decent CTR to make any profits. Early on people would spam their pages with Adsense blocks - something which is not possible anymore.
So it all becomes quite counterintuitive.

RPM is very low ( around $0.01). Do not recommend....

I guess you can but you need to put in a lot of time to make it worth your while.
