and let's call it Website A , Website B , Website C

Can i put a do follow link of website A and link it to website B and C?
Can i put a do follow link of website B and link it to website A and C?
Can i put a do follow link of website C and link it to website A and B?

using one same keyword anchor like Online Casino Dubai.

Can I use a do-follow link on EVERY relevant website that i own? Is this consider blackhat? Is it safe?

Should be safe, but don't overdo it. Multiple links from the same websites won't do much as it's the initial link. Usually better to get backlinks from higher ranked sites that you don't have to get even more diversity.
