can I create a sitemap with all my backlinks and send it to google webmaster. if I do that will my backlinks get indexed faster

just create google webmaster tools account and add your domain. create sitemap and submit sitemap, i think your site are index fast soon.

I don't understand how this will work. Google will only index the pages on YOUR site, not other sites...

No you can't...

And even if you could, why would you want to tell G00gle that you buy/build links?

You won't get faster indexing, but you'll surely get a guaranteed penalty

Submit your backlinks to an indexing service for faster crawling/indexing

.

That's exactly what a sitemap is supposed to do.

If you own the site, then you can also request google crawl your url immediately.

You can't submit your backlinks in the google webmaster tools. submit it to indexing service.
