Hey there i was going to use canva templates change them with different colours and offer them to customers for a very low price with text changes offered so will that be legal to do ?

Of course it's legal, people on Fiverr and Upwork do that all the time. Canva allows you to use designs for commercial use, so I don't see an issue.

There is someone who creates canva logos this way and sells them thousands. I've seen that before.

Yes canva gives you permission to use designs for commercial use.

Or just ask canva if it is is ok to sell canva designs as yours.
