Google adwords scammed me out of 550$ I would like to recoup what they took from me.

You can scam , they will ban

Most of time they will find out and ban. I have heard that they ban people who even do not involve in any malpractice.

You cannot scam google. Actually you will scam the INNOCENT ADVERTISERS . In effort to scam google you will actually give them profits.
