Yes you can use same domain over again. You can forget all the myths around adwords. Other things that work - u can use same domain, same cards multiple accs, no need to match billing location info (zip and other info), even u can make account with random country ip and use different country account and billing info, all work. It is so easy to test those things so i hv no idea why many people give u so wrong info.

If the domain you're using is a well known domain with good ranking you can use it on multiple accounts but the most safe method will be to use multiple domains with same content and use aff links in your landing page connecting to your offer or you can cloak multiple different destinations to your offer. These are the only safest options which you can use
