the register get 14 days after the exspired time to make sure they dont want it.
the owner will get asked first before it comes available to public.
you can try and future hold / reserve it, but if the owner want it, there get it first.
if after a set time the owner don't register it you get it.
go daddy provide the service so do others

Sure. It's called backorder/drop-catching and there are quite a few great backorder registrars out there. You pay them upfront and the if the domain gets dropped without the current owner renewing it, and the domain will be yours., IF none other than you is fighting for the same domain.

Some domain registrars do provide the facility to reserve the domain before it get expired. You can contact such domain registrars and can make some payment for reservation. Once you will reserve the domain and current owner will not renew it then it becomes yours. After expiration of domain, there is some time period provided for domain owner to renew it. Once the domain is free for registration then it becomes yours.

it all depends on registrar ...if you want to book any domain which is about to expire you can always pay some amount to registrar or if they listed for bidding you can bid .....its gamble if owner of the domain renews the domain then your bad luck for sure
