No, you can't. It will be basically just a worthless link. You need to get some link juice flowing towards the newly created web2.0/domains via T2 links.

The PBN with good metrics as tier 1 combines with web 2.0 as tier 2 is good and helps more for getting rank easily. Hope you understand what I am saying.
