Yes, backlinks can help you rank but only 10%. What need you do for ranking- Valuable Content, Internal Linking, Fast Loading Speed & Mobile Useability, Clean Site Structure & technical SEO. If you should focus on this matters, then backlinks might work. And if not, then no!
