Can I monetize these videos?

If I'm using movie and show and sports clips can I monetize them if there's no sound from them? IE if it's just my voice over the footage is it safe? And it obviously would be shorter clips.

You can monetize it, but since the visual is 100% reused content, you will be battling with demonetization from time to time even after approval.
 
if you can show your face in the beginning then it will be more safer

Any tips to avoid the demonetization? Also will it work if I upload non-copyright music over the footage instead of voice?
 
You can upload non copyright music provided it is your own Original music made by you. You can embed your facecam on the visual to increase the Uniqueness.
