Try to get into adscendmedia, I seen conversions for sa and ng on some of my gateways.
You need to find countries high traffic, and see if adscendmedia has offers for those.
you need to find a pop that load according to geoip. That ask them to fill offers.
Tell them why they should do this and remind them what they benefit for filling offers. You can use, charities,maintenance e.t.c bt always choose a social/moral angle.
Guilt works very well.

If you add CPA banners to your forums, make sure that the offer behind the banner is GREAT and FITS THE AUDIENCE. After that, let it run for a few days and you should see results. If you're happy, keep them up, if not, remove them.
