If you want to target all, you better get a .com domain, .in didn't perform well on google.com

You can get global traffic with .in domain. But you need extra effort than the .com domain.
Always preferred to choose .com domain for targeting worldwide result.

You can get traffic from anywhere TRUE. But remember that a .com website with metrics similar to yours will get more preference in google.com.
For ex: if you have a post, 10 ways to impress your girlfriend. And a .com domain also has a similar post with impress girlfriend keywords. It will get preference. Considering the same quantity of links both the websites have.

no you can't get worldwide traffic in your .in domain because this domain is for specific country.
