Your first issue is the US ID. Either a US Passport or a US Drivers License seems to be what they are asking for. If you can't get past that, you're hosed.
If you can get past that, there are several virtual phone number companies that can get you a US Phone Number and forward incoming calls anywhere in the world, or that you can use to call US Numbers with the US Phone Number as CallerID.
There's a risk though that PayPal will not accept non-wireless US Phone Numbers to reactivate your account. A wireless number is a number that is owned/managed by T-Mobile/Sprint, Verizon, AT&T, US Mobile, Dish Wireless (Boost & Ting), and GCI Wireless, as well as any MVNO carrier that operates on their networks, such as Cricket and Mint.
