hey, i did buy GSA SER along with Captcha Sniper, but after a while i found out that i'm not really good in SEO, now i'm kind of in need of money, my question is : can i sell my license to someone else, someone who's more interested in SEO ?

Instead of selling it, learn how to use it. The fact that you think you are not good in SEO doesn't mean you should give up. If you start learning how to use it properly, in a few weeks/months' time you'll be glad you did not sell your license.

I'm actually with you on this point, if you learn how to use GSA properly, you'll be making a lot of money, so i think you should hang on to it

Hang on to it and go earn some money just for the basic stuff to get it running. I would recommend some semi dedicated proxies. That's all you really need to get a small project going.

There is no need for a VPS or site lists if you are on a budget, GSA can scrape on it's own for engines though it's slower.

Just keep learning and don't give up!
