Try to lean about METRICS, DOMAINS,SCARPING,STRUCTURING,linking MONEY SITE.
Expired domains work like a charm, except that you will have to wait a bit longer for them to take effect. Backorder and Auction domains are for those with higher budget and they are slightly more powerful and kick in much faster.

You can build links to any pages on your site anytime you like, even if that site is a new site, etc, as there are simply no restrictions or no good/bad in doing so.
Just make sure that the links that you build to - are quality links, that are vetted against various metrics.
You can also build links using automated tool - the key is always screen through the link list against the metrics, and make sure that the sites that you are building links on, have some good metrics, otherwise, building spam links are like firing blanks that consume time and achieves nothing in the end.
But if the links have some link juice (some good metrics) you'll see that these would gradually contribute to your site over time, in terms of authority.

Yep if your site has enough metrics and hope you have followed some ON-page techniques,now you can build quality links for more results make sure you are building links with relevant quality content..don't target too many links at a time do make drip feed for passing more link juice to your site.

Yes, you can. Site can have much less age than 1yr to start with link building. Important is that you start out slowly if you don't have any links yet, and grow the link pace over time to make it look natural. Mix up PBN links with other types of quality tier1 backlinks.
