You will get action blocked sooner or later depending on the volume.
Some "Action Blocks" are IP based and not account based from what i know, so you can just replace devices / proxy if that happens.

You can send to 10 or 20 users per day but start with slow speed. Send dm only to the user who is following you

Indeed send dm only to the users who are already following you, but try to limit yourself to 20, if your account is small.

Well that defies the whole concept, I want to gain new users, so I'm sending to non following users only? guess that would lower it to 5 dms per day?
