Can I create this in WP using GeneratePress WITHOUT any page builder? Tried using Elementor but it killed my pagespeed score. I don't want to use any builders. Just wondering if I can create such a home page just within GP. If yes, any guide/tutorial video?

You definitely can.

In fact, someone asked a very identical question in GeneratePress' support forum:

Just create a static page, and try it with WP Show Posts widgets.

Also, it is best to ask any question regarding GP over their support forum. Their staff are prompt in their responses and provide great support guiding you.

Yes, use Elements function together with GenerateBlocks. Elements in GeneratePress is a powerful function. Read up on their document site.

As some other users have said here, you absolutely can since it's such a simple design. GeneratePress is pretty powerful and even though it can have a learning curve, it's fairly easy to achieve that homepage look.

Yes,
from what I see is
Just simple blocks which can all be achieved with generateblocks
From a quick look
this looks like a QueryLoop on some featured articles

Then
Query loop on the latest articles on one side and the other side considering the sub doesn't slide down when navigating, it's just a form block most likely without major css/modifications

Then just a pre-footer and then a footer.
