Can I apply for full monetization right away?

So, I'm pretty close to full monetization but it takes a while (almost a week) to update on the Earn page. Since the 3,000 hours mark will be updated before the full monetization one, do I really need to apply first to the "memberships" one first, wait to be accepted, and then apply to full adsense monetization? Or do I just wait for the Earn page to update to 4,000 hours and then apply to adsense right away?

At first check your last 365 days statistics.
If you are over 4000+ watch hours than you can apply from laptop or computer login with youtube.
I suggest if you have 4100 watch hours than apply.
