Can Google consider backlinks from different websites but same IPs?
 
It's better if they are from different IP's. There is no penalty for back linking sites with the same IP or IP chain but if you do too many of them then it could hurt your rankings
 
Yes. because google is now smart in avoid spam links

This is know since at least 15 years ago. As google can see the IPs, so can they see trivial hacks like hosting your domains on the same IP. This is the basic of the basics, and they can see much more than that.

Don't just look at having different ip's as main thing... If you get an ip range from seo hosting companies... Usually the IPs all have the same owner assigned to them...
You can also have many ip's having the same owner from a large CDN like cloudflare...
Only difference is that Cloudflare hosts a large part of the world... Most seo hosting companies only host for... seo sites... which means a possible flag or just no advantage at all....

ofcourse... the only problem of sharing multiple sites the same ip all linked to you is that you can receive a penalty for artificial link profile easy...
 
It does - You can see it in any backlink report: xxx,xxx baclkinks from xxx sites
 
If you have a few backlinks from the same IP it is not a big deal, but once you get greedy it will looks like spam linking in the eyes of Google. So don't get to aggressive with it
 
Google Algorithms are very complicated and unpredictable. So better to get as many links as possible, but measure amounts of daily links.
 
Yes, On Shared Hosting can be thousands of web pages of different owners and all these pages will be on the same IP
